1. Which Pokemon is the best to start off with?

Also, in the gold version, you are able to catch a Lugia at level 70. In the silver version, you are able to catch a Hohou at level 70. In the silver version, you can catch a Lugia at level 40, and in the gold version, you can catch a Hohou at level 40.
