The Horde were the "Bad guys" Hordak and his Horde Forces had taken over practically the whole planet, barring a few places, and were using it's natural resources for their own evil purposes. They had enslaved the population, and reinforced their rule by use of the Horde troopers. Believe it or not, Hordak wasn't actually the guy at the top. Some one called the Horde Prime was.! However he rarely featured in the series. Mainly he was mentioned in passing, when Hordak was lamenting or crowing over something he would have to report to Horde Prime.

Hordak was the leader of the Horde force which was on Etheria.
His arm was a cannon. Occasionally his feet would turn into rockets, enabling him to fly. He had the power to transform himself into several different machines: tanks, rockets or whatever else was needed. He had a pet called Imp who was hated by Catra and the others, but was so petted by Hordak they didn't dare do anything against him.
Shadow Weaver was the most powerful sorceress on Etheria and she kept most of the planet under her spells.
Scorpia and Catra. Catra was a sorceress, who could turn into a cat. She had a pet called Clawdeen. She and Scorpia rarely got on, but occasionally did so, in order to save themselves. Scorpia was a warrier. Her home was the Crimson Waste. She rode a horse.
Grizzlor. He was completely moronic, and continuously made stupid remarks to Hordak. But he was strong, although not up to She-ra's standard.
